I also had my pictures done at Walgreens I'm pretty sure they are the passport ones the envelope thing they gave me said pass port on it. The immigration office in San Diego accepted them just fine...

Thanks Samblue, thats what I was looking for, somone with the same experience. I guess they just have one form for the welcome letters, which is very confusing but not surprising.
