How about 489 Regional sponsor VISA? (e.g; for nearby city GEELONG)

Is it still dependent on 189 applicants? Or it has its own quota and processing timeline?

Yeah they have mixed state sponsored and family sponsored applicants in the same visa category 489. It was confusing for me as Melbourne definately doesn't come under regional areas.
