Hello, I have parents coming over from the uk for 4 months. Insurance is looking very expensive, I.e. 2000 gbp.

Given the fact that you like beaches and surfing there is only one choice: New Plymouth! :) The whole Taranaki coastline is one of the best coastlines for surfing, the highway is called Surf Highway...
