My understanding in Nova Scotia is that everyone is allowed access to all water courses even if that access is over private property. That the shore of every water course cannot be owned.

I dont know about MB, but in NS there doesnt seem to be anything to limit you staying in the Province. Once you have PR you are free to move within Canada.
