I know that for State and Local Government jobs, you generally don't have to be a Citizen.

But I haven't seen a Federal Government job advertised, or anyone working for DIMA not being an...

You are correct. As a pre-2005 HECS-HELP student, I still qualify for it (until the end of 2008) and thought, that they will leave that (HECS-HELP) alone for the Permanent Residents to make good use...

This definitely helps.

Just to clarify what you said:

Someone with a SIR visa can only get permanent residency in a pathway other then the 3 pathways I mentioned above...

If not, you shouldn't have used her.

If she is, she should explain the SIR visa program to you, if she thinks you should apply in that program.
