The priority times posted (whether 12 or 15 month as posted here http://www.immi.gov.au/about/charters/client-services-charter/visas/8.0.htm) don't mention HR vs. LR. CSL non sponsored is Priority 4...

The July applicants are poorly represented on there. I've seen a lot of people talk about their CO but it's not reflected on beupdate.

I asked my agent the very same question but she believes it's unlikely that employment checks would be performed by the embassy without a case officer giving that direction. She doesn't know for sure...
