the import regulations have changed alot from 2004 when the passports were introduced after the pilot scheme on 2001, but as far as i'm aware pets coming into the UK under the pet passport scheme...

forgot to mention, where are you moving to in the UK? with all the other "could be" problems it may be good for your son to visit any quarantine facility if he is already in the UK.
