Our attorney hand delivered the updated vacs form to the Immigration Officer on Wednesday, July 21st (inderview was Monday 7/19).

And lo and behold Friday, July 23rd...

Yes, you do have to wait until you receive your NOA1 for the I-130. A copy of the document is a required attachment to go along with your I-129F package.

In my opinion, it should be fine, most people can't leave their home country right away after visa issuance due to any number of obligations they have to fulfill (i.e. jobs, family, property).
