I am not an expert OK? But my wife is BNO so I have some understanding.

I cannot see any need under this law for you to have ILR in order to qualify. Did you read the guidance notes?

Absolutely, but subject to the Dirty Harry Test, "are you feeling lucky", because you need three years of life beyond state pension age to make this a winner, and for some folks.....

I had this problem back in 2010. Fortunately I was with HSBC where I live overseas and they have a system for opening an account with HSBC in UK without you even intending to live there.

This, in my opinion, will never happen because the state pension is "earned" through contributions by individuals as well as, in some cases, employers. It is not a state handout.

HSBC will set up the new account free of charge too

If you are Premier in USA, for example, you can set up the new account in UK as a Premier account without having to meet the UK Premier account...
