To the best of my knowledge, gifts are taxed by the person who makes them. Since the sender is not a US person for tax purposes, no tax is due, even if the amount is deemed to be a gift.

Are you sure that the step-parent relationship ends when the marriage ends? For example, Ilona Bray's book "How to Get a Green Card" (you can look at it for free on google books) says on page 106...
