Yes, you can claim points for French. You just need to ask the university to provide an official letter for you.

My waiting time is maybe one of the worst - application for 137(now 176) visa lodged 1st August 2007, CO made first contact with me and requested medicals and police clearances on 23 October 2008....

There is no definite timeframe. I am in a similar situation. Applied 1st August 2007, CO in October 2008, mds & pcc 11/12/2008, no contact from DIAC since. However I believe we are in the final stage...
