If you could prove that he is financially dependent on you by showing that the fees you pay is indeed going from your account and he is living with you at your address and he does not have any income...

Had included my sister as dependent and finally got my visa with my sister as dependent granted too. I had provided all the documents to prove her to be my dependent and it paid off having no issues...

I had the same problem like you to download the forms.
But luckily I had them downloaded before, only thing that is different is that I have a new passport after I had downloaded it...
