I'm still coming to terms with the idea that it is a 'rule' in his house - whose rule is it? Who polices it? What punishments are reserved for those found guilty of breaking the rule?

Agreed - but not globally. I see that along the Nile, Pakistan/India but probably not too many other places.

Unless America completely destroys its groundwater through fracking then maybe they may travel North.

expensive, resource hungry and doesn't generate enough water to grow stuff - and not so great if you are land-locked.

China is a disaster too. Beijing is struggling but that would be a civil war and a breakdown of the regime.

As Millhouse said, unbelievably energy-hungry. Huge great pumps needed to push seawater through a membrane, and huge great pumps need huge amounts of energy to drive them.

If the anit-frackers are right, then UK too will be looking at resources other than natural ones for much of its drinking water.

And then on the other hand look at Somerset :blink:
