Sunset Mall? Apparently that is empty as it contravenes planning rules. There are not enough parking spaces so the owners are not allowed to rent out the units. I undestand that behind it are occupied flats and the developer used the residents parking as part of the number when building, but this has been excluded by the municipality or whoever signs these things off.
