I was going off the wiki page:
Economists at the International Monetary Fund (IMF) state that a global recession would take a slowdown in global growth to three percent or less. By this measure, three periods since 1985 qualify: 1990-1993, 1998 and 2001-2002.

Different ways of defining it - some economists take the "two consecutive quarters of negative growth" measure as being the most reliable, but that understates the sheer human nmisery that can result from even a modest slowdown.......
Or as someone once said.............. a slowdown is when your neighbour loses his job, but manages to find another one.......... a recession is when you lose your job - and can't find another one..............
