My Workshop Manager ocassionally gets small quantities of steel chequer plate--the main dealers have minimum order quantities of a couple of tons, so he drives round the Mussaffah Industrial Area (in AD) and usually finds what he wants. Presumably there are similar industrial areas in and around Dubai. He's not sure about the availability of Al, though.

drive round al quoz or al rashidiya loads of places there will have some, you may even get some in satwa. failing that, take thyself to sharjah, on and around bmw road
if your urdu, hindi, pashtu is lacking i suggest a picture, dont laugh, have known a few folk find stuff in rashidya that way.
