This is one of my favourite cities in my adopted home county, about half an hour down the road. You can smell the history:

KC - Stuff I'd do in London if I knew I had to go back to the UAE:
The arts and culture scene in Dubai, although improving, is pretty stinky. If that type of thing appeals, go see some decent theatre, concerts, exhibitions, museums, festivals.... Tom Stoppard's new play I can thoroughly recommend.
Bars - I'd go to LoungeLover in Shoreditch, and maybe have a drink at the rooftop at the Trafalgar hotel. Lots of glam bars in Dubai, but lack the character of some of London's finest.
Brick Lane Market - for some cool clothes that aren't designer nor cost the earth. You won't find nothing like that in the UAE.
Borough Market - for artisan foods and rare breed meat. Again, not a lot of that in Dubai.

There's a chip shop in JBR that do delivery. Apparently it's pretty authentic and for the Scots people they do deep fried Mars bars

I used to love Loungelover, had many a post-work drinks there when I worked in the City - the cocktail menu is one of the best I've ever seen. It's like a big crazy antique shop with loads of weird crap everywhere lol. Dinner at Les Trois Garcons round the corner afterwards is a nice way to finish the evening off too.
I also miss the markets, especially the French and Italian markets that used to set up wherever there was a free street available...
