Comoros passports are given to those who are pretty much unwanted or have fallen massively out of favour. A few people were stripped of their UAE passports and given Comoros ones after the Arab spring last year but mostly they are given to bidoon or others who they would rather didn't have full citizenship
So UAE found a poor/corrupt government that will take in UAE's unwanted. Ofcourse this passport business works only 1 way I presume, i.e. A Comoros Islander with no UAE links will not get UAE residency/passport.

Didn't know that. Had been wondering why Comoros Isles pp holders were appearing in the press more often over the last couple of years.... thanks!
