Why the hell does 6 lanes of traffic stop for a puddle in lane one?

as soon as the storm started last night all we heard were sirens from police and ambulances. Let's face it they struggle to drive in the wet never mind the rain, my husband borrowed my car this morning, our parting words were if you crash I will divorce you :wub:
