Not sure if solved yet or not but I picked my one on the basis that they advertised iPad compatibility. All I had to do was email them once I'd bought it and they sent instructions. Bingo. Will PM the name

I think pretty much all VPNs are iPad compatible.

VPN Fire, free from the Apple store works well in Egypt, not sure about UAE.
