The cost of a government taxation or revenue department staffed (I'd imagine) completely by locals would surely negate any income generated to fund the expo. Unless of course you are proposing 40% rates on salaries!

IF they do such a thing it'll be at a low level and I think many/most people will still be better off so they'll put up with it. We shall see...

What about putting say 10AED charge on getting your visa on arrival stamp. Bahrain do it for the princely sum of 50AED.
