Therefore 82% are caused by drivers being sober, so if everyone drove drunk there'd be fewer fatalities.

Of course it doesn't make sense. It should make you (and others) think about the sense of the statistics you quoted. I don't doubt they're right, but they need to be understood in context. Standards have dropped if you can't see that.
