He's an Emirati chav basically - sponging off the government, breeding like buggery and probably absolutely convinced that his life has significance and meaning.

Bedouin culture meets modern oil money - what a combination (and what an argument for condemning the people who decided to let the Arabs have the oil instead of sending more soldiers and properly annexing the region. To be fair no much would be different except brunch would be mandatory - especially in Ramadan and Brits would all drive land cruisers with tinted windscreens ;o)
