Yes, they often execute non-nationals.

Westerners are rarer though - normally a few lashes and a token conversion and they might let them go. I met a Filipino man once many years ago in Dubai who showed me the stripes on his back...got them for the henious crime of holding a private Christian prayer meeting in his own apartment.
