Saudi's in general are wack mofo's. You should see some of the footages of them 'drifting' and doing 2 wheelers in a 4 wheel vehicle. Clearly more money than sense.

When you deprive your younger nation of all and everything that a young man or woman needs to let out their steam, plus throw in extra money so the best the parents can do to get them out of the house is give them a car and cash and this is what happens.
I have known people in Jeddah (grown up now) who used to drink parfume and cologne and drive around doing crazy stuff. Not surprisingly some of them never grew up ;)

This is the reason.

80%+ unemployment in males under 25 years old, and zero entertainment (no cinemas, girls, sports, music or booze). Tough place to grow up.

Been there too long now. What irked me in the video was the cars pushing up the left just to get 30ft forward showing the apathy the locals have on the road for the needs/rights of those in front of them.
