I doubt it - I seem to remember Esther Rantzen partially based her whole TV career on exposing this type of petty bureacracy 20+ years ago

Yeah.....public servants and the like seem to have forgotten what it means to be a "public servant". Not that I expect servility, a welcoming and attentive approach would make a surprising change....!
