I'm afraid your Mum's friend appears to be talking out of her arse.

George II was succeeded by his Grandson George III, who was the son of Frederick Prince of Wales. Frederick had a still living brother, the Duke of Cumberland.

Richard II was likewise grandson of Edward III, through the Black Prince. Ultimately this dynastic succession issue played itself out as the Wars of the Roses.

There's a difference between Agnatic primogeniture, which is what's used, and Agnatic seniority, which isn't, but was a more generally common principle in the past when the age of the heir mattered in terms of their ability to fulfil the role, and the chances of there being a minor on the throne was much higher. Certainly post the act of Union, which is probably the cut-off point that matters here, the British throne has gone via primogeniture.

The Scottish Clans use agnatic seniority (sometimes? - no sure if they all do) to select their new Chief, which may explain the Scot's letter. More likely he was shit stirring.

The only mystery is why you don't think there have ever been any rumours?

A couple of minutes with Google revealed that the above is not the only rumour, and my mother told me many years ago of such rumours, and that Prince Edward was conveniently delivered (more than four years after Andrew, when the Queen already had "an heir and a spare") to quash rumours of a possible split between the Queen and Prince Philip.
