Default New Child Benefit rules - Partner living and working overseas

Just doing my tax return for 2012/13 and I have noticed a new question re child benefit has crept in. I know you can't claim child benefit for children when you leave UK but I do know that some people have partners and children living in UK who continue to claim child benefit and got to wondering how the new rules are applied in those situations. The attached article indicates that high earners overseas are excluded from the rules:-

I wonder how long this will continue! Surprised the Daily Mail haven't reported on this yet....
