Am I misreading that article? Or are they quite cleverly disguising the fact that no airlines are actually flying passengers in or out of there yet..........?

They have been flying cargo planes only, but are trying to persuade some low-cost airlines to relocate from Terminal 2.

They are open for general aviation duties , can't put people through it if you haven't got an operational terminal though or a license.

That project is one of the biggest mismanaged projects in Dubai and thats saying something as theres an awful lot of contenders . The initial project is dead in the water with 6 runways.

Theres no aviation city yet , it has never even been given out to tender . The original project will never see the light of day.
Dubai Civil Aviation Authority have not got any money to pay contractors . Tenders have been issued on the basis that contractors Finance the project and then agree to a payment scheme.

They have no shame i'm afraid
