No - that implies intent.

There's also another complication - where a player stoops to head a ball at, say, waist height, only to get thumped in the face by an inadvertently stray boot. 'No foul' is always the verdict.

It's the same for handball - which admittedly is interpreted differently by a number of refs - but in principle:

Ball To Hand - Not Handball
Hand to Ball - Handball
