there are huge quantities of coal and iron ore being shipped to these two countries. There should be no deal on climate control without tying them down as well!

Indeed - this is a global issue and needs a global solution. Current proposals are that carbon caps should be placed according to the amount of emissions produced per head of capita, but with an addition to the formula depending upon the histroric emissions of the nations as well. Western nations are the major contributors to current levels, and therefore the proposals tabled is that they should be penalised more heavily.

Tell me, SYB, do you offset your carbon footprint? Are you carbon neutral?
The UAE is one of the worst in the world (per head) for energy consumption and greenhouse gases. What amazes me is the complete lack of solar power usage in this part of the world.
