Hundred's of thousands of football fans arriving in a conservative Muslim country does not have anywhere near adequate numbers of the following items and that is scheduled to build stadiums, infrastructure, transport, and hotels. Employ and educate staff at every level to control, direct, help and assist people from many countries. Police, marshal and control crowds, some of which may be openly hostile with religious sentiments and be drunk. Make the world happy that everyone had a bloody fantastic time...
