They recently opened another new shopping mall on the road between Dubai-Sharjah, just after the airport tunnel. Rather gross except that it boasts a Poundsaver store.

Dubai seems to have a knack for just building the same thing over and over again doesn't it?
A mall right by the sea seems rather silly though. Still it could act as a buffer against high tides to protect JBR residents.
You'd think they would do something different - more walkways with lots of trees for shade, a few more parks and creatively covered sidewalks with some sort of natural cooling system so you can have a wander in the summer months...anything but another mall.
The place must have more malls per square mile than anywhere else on earth by now.

To quibble with you, it's not "usually" far too hot to walk outside. It's only far too hot for about 4 months a year. So on average across the year it's fine to walk outside. And so I agree with norm_UK that developers seem to have a really narrow mindset about use of outdoor space over here.

Since when has any consideration been given to the most efficient use of money in this part of the world? If it was, no-body would live here apart from a small local population and they would be slowly buying up east asia to provide food security.

They don't think about anything ever because the money bucket in Dubai is bottomless.
They have to give it some thought. Not as much as you or I might if we were the developer, but they have to give it some.
