Just normal planning?
 
For many months the "Red box" that contains a telephone to call the Civil Defence/Dubai Police has been installed next to the fire alarm panel in our low rise building.

However the two have never been connected together. Today here are about 5 men from the ministry here connecting them up! Guess it was planned months ago?

I bet every single building in Dubai is being checked, always too late though :o

That's the Irony of the situation! - The buildings have already been checked, and 'Signed-Off!' - Approved, but fundamentally flawed!
