Tried to sort it out with the guy involved and he told me it's not a crime and basically tough.

Now before I go to the Police tomorrow (I don't have a copy of his passport sadly), does anyone know whether this is a crime or not - he's not a local.

My thought is that it is, but smart arse insists it's not.

Ideas?

I don't know about the UAE, but in Oman, anyone who has had a cheque returned can go straight to the police for the offender to be charged. If the account is closed the bank will inform the police of the person's details if requested. I would not make any more comments to the guy involved in case he absconds (if it is a big cheque) but I would certainly go to the police as soon as you can.

you can submit a cheque 3 times i believe, then you can go to the police after that to report it etc.

I am fairly sure it's an offence to write any cheque if you know it will not be honoured, for whatever reason. To write a cheque on a closed account is the same a writing one where there is no money in the account, to all intents and purposes.

I am sure you have a case, although it would help to register it if you have his full details.
