Yes they do have cams and they do FaceTime too if you buy a non UAE model.
I bought one here for a xmas pressie from souq.com deal of the day and it was around £185 for a USA 32GB version (appr UK price £220 incl VAT).
Daughter very happy with it!
So, get a US or UK version wherever is cheapest - Geant had them for around 1200 in December.

UK's generally cheapest outside US or Japan, and even better if you can get the VAT back. However, I bought a camera at DXB a couple of months ago, and it was slighty cheaper than in UK (but I could have saved if I'd been arsed to buy in UK and get the VAT back).
