If he is referring to FATCA it did actually affect me recently.

I went to update my address information in the bank (a local one of course) and they forced me to sign a FATCA declaration despite the fact that they know full well I am not a US citizen.

I have a feeling this is more down to the fact that they have no idea how to comply except force all customers to sign rather than use their brains though..
