The footnote in the OP link says it all (relating to the previous shooting) "mentally disabled"

I could see that happening, especially on a bad hair day, tired after (you the shooter) had earlier been given $hit from someone, +40C with the AC not working in your vehicle or apartment, it wouldn't take much.

Why does anyone look at the Saudi Gazette ? I had a co-worker from Manchester England who liked doing crosswords. He could not face the expenditure of 2SR daily for the local paper so he would wait until I threw mine out and retrieve it from the waste bucket.

My point is that irrational behaviour is common in that weird country.

It is very common for Saudi men to pack a piece - usually in the car. Unheard of for foreigners to get one !
