How to deal with local subordinates

I was watching a newly hired (from UK) manager trying to struggle dealing with a local subordinate. When i asked him why he was struggling - he said it was the fear of hurting people and fear of being sacked via wasta (at which point i laughed !)

How do you deal with stroppy (local) insubordinate ?
