I think they'll generate enough money to pay off the whole of Dubai's debts, plus a nice new man-made island in the shape of a toilet.

units look ok to me.
40km / hour = 40,000 m / hour = 666 m / minute = 11.11 m / second
3 second rule (ok, it's two in the UK) = 33m, which is close enough to 35m for me.
length of a prado - 4.8m
Thus, 35/4.8 = 7 prado lengths.
Ok , I am not suggesting that they following the 2 or 3 second rule - more like 1/2 second and if enforced (that's the key point - it won't be) - it would be a money spinner.

great idea, barely works in the UK has sweet **** all chance of working here.
it "may" help to increase the distance between cars which would be a great thing as they always drive too close here, particularly in the rain (where most seem to actually decrease the distance rather than increase it). but 3 secs just isnt going to happen, we all know that there is some kind of weird rule here that as soon as you leave any kind of gap between you and the car in front some dick will come along and squeeze into it
How will they enforce it as i have yet to see any proactive policing in this country of any kind and who will they enforce it on, do we have any doubt at all that the worst offending bumper riding locals will escape any form of punishment
