First: Let us examine our attitude toward peace itself. Too many of us think it is impossible. Too many think it unreal. But that is a dangerous, defeatist belief. It leads to the conclusion that war is inevitable--that mankind is doomed--that we are gripped by forces we cannot control.
The chap that entered into the arms race.
The chap that sent in troops and aid to Vietnam to fight "the communists".
That was the fear of those times. Communists. That and the possibility of nuclear exchange started by someone with trigger finger. Everyone felt there could be imminent slow death unless one had a cupboard under the stairs to retreat into.
The speech you linked to relates to nuclear disarmament and the strategic Cold War.
Today's times are very different.
