They should try and fit it in to the annual winter break most civilised, footballing nations in Europe enjoy, but England probably won't qualify anyway.

If we (England) qualify, or any of the other home nations qualify, a winter World Cup may benefit us. Instead of being tired/jaded after a lengthy season and straight into a World Cup, we'll be part way through the domestic season and fitness/energy levels should be at there peak.
