I think they knew exactly what they were getting and consciously went for the big-name celebrities rather than proper authors. It wouldn't surprise me if Jordan is on next year's list.
Meanwhile, I'm also unsure how they reconcile promoting a festival headlined by such a despicable ex-criminal (destroying other peoples' careers by lying under oath about paying off a prosititute, remember?) with the various sanctimonious public pronouncements about the need to respect Dubai's cultural sensitivities.
There is form for this kind of thing, albeit not for a convicted criminal. Remember Mylene Klass being the 'face of Dubai or some such in a load of advertising? This despite her being an unmarried mother.
Here's one of the ads.http://www.tellyads.com/show_movie.php?filename=TA12772 . As if they'd let a taxi driver into Meydan...

Re: Festival of WHAT?
I read a few of Archers books in my early teens and loved them. I then moved onto Wilbur Smith, which I loved too. Neither would interest me now. The man has a talent for invention . Not worthy books but there are many tv shows/ films etc that aren't clever but hugely popular too.
As for his guilt, I'm sure he's rubbing shoulders with many peers here.
