I do not believe the technology exists, or will exist, to cool an open air stadium. If they cool from 42 degree C to 24 degree C with humidity of 40% the spectators will not see anything through the fog.

Although it won't be as thick as the smoke screen which FIFA have created. Who's going to stand up to them? I'm contemplating starting a fund, funded by donations and held in escrow, payable to any whistle-blower who leaks the report. There must be a few people in the position of leaking who'd do it for a couple of hundred thousand whatevers.
