Dubai Marina roadworks

Does anyone know the story with the new overpass that is missing a section near skydive dubai?

Are they leaving it open just incase Keanu drops into town and takes a bus ride?

That's been there for ages. Someone walked off it and killed themselves a couple of months ago.
