Corolla Option
To stop noise, try using 'Thicker Glass' 10mm to 15mm If your existing frames will take it. Ensure that all 'Closing Gaps' on frames are Acoustically Sealed, otherwise the exercise is pointless. Saint-Gobain produce a range of Acoustic Glass.
Rolls Royce Option
Double Glaze with panes of different thicknesses (Inner and Outer), with a 'Heavy Gas' inserted into the void. The void should be at least 25mm. By using different thicknesses of glass, a wider Frequency Range is accommodated.
Retrofit
With either option you should check how the original windows were installed. This is usually from the outside, creating a Retrofit Problem, if you are trying to install on the 25th Floor of an Apartment Building!
Should this be the case, look at providing a Secondary Window on the inside. Acoustic Blinds (to bedrooms) can be provided in the Air Gap.
Cheap Option
If the problem is confined to a bedroom, use 3 or 4 layers of Plasterboard in the Window Opening. The thicker the better! - And then draw the curtains!
Logistics
Can the new glass or frames fit in the Lift/Staircase, and get through doorways?
