That wasn't in the Marina. Or a building. If you look closely at the image you can see the smoke coming from an intense yellow/white origin.
I saw it on the drive back from AD yesterday. It looked like an oil flare and it was near the JA port facilities. A tall, narrow pipe almost as high as the cranes in the port had a big ball of fire at the top and was sending out huge clouds of smoke. I've never seen it before (or known that there was an oil flare in Jebel Ali). Whatever it was, it was duly impressive, though I'm happy to report it didn't slow down the traffic.
The picture does make it look like it was in the Marina but that's only because of the angle of the photograph.

DEWA facility there often has burn off from the stacks. Between Marina and the port.
