I stayed there a few months ago, clean and new, close to beach and restaurants. And somewhat cheap....

Try Holiday Inn Express at Internet City (it's actually nearer Knowledge Village). Nice hotel, now weather is getting better Vista Bar is really nice and it's a fairly good location for getting around.

The Holiday Inn at Barsha is also a good one to try.

I expect prices will start to go up soon everywhere as it's getting near to conference season.

From what I can see, no one is going to these conferences! I'm getting called 10 times a day and am being offered free passes now...

Attendance makes no difference, hotels here are greedy. They will rack up prices as that's what they have always done in the past. Common sense rarely prevails in Dubai.

hotel apartments round Bur Dubai are very cheap, off the top of my head; London Crown Apartments, Savoy etc

Also the Ramee Hotel Apts in Al Barsha were offering 350 a night including breakfast

Have seen Ibis in Barsha offering rooms for less than 300. Don't know if any breakfast thrown in!!

However if you are the type who survives on a couple of hours sleep a night there used to be a place that gave 2 hours for 100!! Have no idea if that deal is still available! Maybe now all hotel rooms are connected to Municipality by computer, the system cannot handle the same room being let 5 times in a night!!!!!!!!!!!!

Vista (on top of Holiday Inn Ex) has some real culinary delights, nice staff, great terrace and views, although they dont seem to get too many people in there. Main thing - rooms at HIEX are indeed cheap, although breakfast is crud.
