There is already one fitted however even fully extended it is still not high enough for most container vehicles and when it meets the height requirement the angle is such that a) its dangerous for the forklift to use and b) using it at that angle is damaging the forlift motor...
also can't you put the lifty thing on a box or something?
other options- scrap it and start again!

Yes its real, not sure of its exact purpose maybe for digging a canal around Greece and letting it float away from Europe

As for OP's question, can't see any other solution other than lowering the road. If the height difference is more than a few inches (which looks like it is) Swing gates/ramps would create too much of a steep angle for forklifts to function safely and would be especially difficult if not rule out altogether the use of pallet jacks.
'Course he could build a permanent ramp on the concrete floor that leads to the loading dock but that is a more clumsy solution.
