If the allegations are true I hope heads will roll in the local authority. It sounds like South Africa in the 1960s.

It was still like that in the 80s. Jobs were frequently advertised as 'Regret, whites only', and apartheid - including petty discrimination - was still in force. This was only one generation ago.

I think this is quite normal isn't it? The current ethos seems to be avoiding allowing white people to adopt black kids and clearly vice versa - something to do with them growing up the same ethnicity (and I assume "culture") as their adoptive parents.
